命令行: 3m-release [仓库名称 (~/.repos/xxx)]
使用一个组件项目，从仓库中下载或更新到当前目录的 extern_modules 文件夹。
命令行: 3m-use-extern [仓库名称] 当前项目根目录下需要配置extern.json，设定需要的项目和版本号
