ethers JsonRpcProvider like library that allows you to perform eth_call and eth_estimateGas requests against the Manifold Provider Bridge.  The Manifold Provider Bridge acts as a web2 fallback to a node, and only permits calls and gas estimates to whitelisted contracts.
