🐊Putout operator adds ability to determine that provided RegExp can be converted to String without losing it's sense.

It is used for example in regexp/convert-replace-to-relace-all:

-'hello'.replace(/hello/g, 'world');
+'hello'.replaceAll('hello', 'world');

isSimpleRegexp(regexp: RegExp)
