Oxc Transform

Isolated Declarations for Standalone DTS Emit

Based on Oxc and conforms to TypeScript Compiler's --isolated-declaration .d.ts emit.

This is still in alpha and may yield incorrect results, feel free to submit a bug report.

Usage
