cone 使用插件 build-plugin-component 来打包组件

最开始这个包是想通过 modifyUserConfig 来修改 babel plugins

但是 modify 必须放在其他插件读取 user config 之前才能生效

所以这个插件一开始被放在了 build.json 的 plugins 的第一个位置

然后后续有其他的要修改 user config 逻辑也慢慢加到这里了, 包名由于兼容性就先不改了
