When developing a bower component...
If we use semver versioning correctly, we might not want to fix versions of dependencies to hard. We want to specify the minimal needed version and prevent breaking changes from being installed silently.

We want any 2.x
version that is greater than, or equal
to 2.1.7
So in development when we do a fresh setup, we might end up
with version 2.7.50
without notice. In that case, it can
happen, that we start to rely on features of that version
without explicitly requiring it.
When our component is then installed in another project,
this project might have a harder requirement to our dependency,
lets say 2.2.6
. This version might leak features that we're
building upon and then break unexpectedly.
We want to use the lowest matching version of our bower dependencies in development, while allowing higher versions when our package is being used somewhere else.
