This layer will host all files into exernal hard drive which is not in the same with hard drive where project is hoster. All files >5mb will be hosted here. Also all files firstly will be hosted here, and if file is requested many times per period, those files will be moved to High Layer.

Service will accept different formats of an image or array of images and will return url or urls. Need an cute way of updating urls.
