indexed priority queue implemented with a python list
Three classes are implemented, namely,
indexed min heap, indexed max heap and indexed median heap and the corresponding class names are
min_ipqa, max_ipqa, median_ipqa respectively.
an element of arbitrary index can be removed with pop_using_input_index in O(log(N))

my_min_ippa.insert(0, 1)
my_min_ippa.insert(1, 3)

my_min_ippa.insert(4, 5)

Note that the tuple is (index, value)
and the heap is popping by ordering the value instead of the index
