The [cumulative distribution function][cdf] for a [Laplace][laplace-distribution] random variable is

where `mu` is the location parameter and `b > 0` is the scale parameter.

Evaluates the [cumulative distribution function][cdf] (CDF) for a [Laplace][laplace-distribution] distribution with parameters `mu` (location parameter) and `b > 0` (scale parameter).

If provided `NaN` as any argument, the function returns `NaN`.

If provided `b <= 0`, the function returns `NaN`.

Returns a function for evaluating the [cumulative distribution function][cdf] of a [Laplace][laplace-distribution] distribution with parameters `mu` (location parameter) and `b > 0` (scale parameter).
