目录下的 data.json 默认为最新版本。务必先查看变更再升级大版本。
同 v3，但是把原来应该在县下的从直辖市分离出来。
数据源同 v3，但是重庆下的县作为列表放出来。
根据 2017.03.10 统计局数据进行更新
简化市辖区，不加市前缀。比如 北京市 - 北京市市辖区 - 东城区 => 北京市 - 市辖区 - 东城区
