npm cli for React boilerplate. 

CLIENT STUFF:
- run `create-nft-store [name]` in the local directory that you want to create the app
- following the steps

DEV STUFF: 
- CLI tool is written in `root/index.js`
- npm settings and bin will be in `root/package.json`
- React template can be served locally with `root/template`
   - just run `npm i && npm start` like any react app
