This is a fast algorithm for measuring string length by counting characters instead of UTF-16 code units.
It's written in JavaScript and outputs the number count of characters.
A complete line-by-line algorithm code explanation is coming soon.

The return value is a number count of characters from the string input.
If the argument isn't a string or if the UTF-16 code unit length exceeds 999999999, the return value is false.
