xqsr3 is a lightweight, low-coupling library of assorted extensions to standard ruby and 3rd-party libraries. As of version 0.31 of xqsr3, the XML Utilites components were moved out into xqsr3-xml in order that the core xqsr can be independent of any non-standard libraries.
Install using gem install xqsr3-xml or add it to your Gemfile.
