A `200` here means the files are published. The *plain* URL (what resources actually fetch) can lag a couple of minutes behind while the cached 404 expires — so if the setup skill's `whoami` verify step fails right after publish, that's the cache, not a broken install: wait a minute and retry rather than re-publishing.
