`@panerelay/cli` is the engine-neutral recurring command installed by normal base Setup. Setup uses npm's configured global prefix without editing shell startup files, skips an already matching Setup-owned release, and preserves any pre-existing or externally changed global installation. `--no-cli` skips this step; uninstall removes only an unchanged Setup-owned CLI unless `--keep-cli` is supplied.
