Environment-neutral, config-driven launcher for provider actors used by browser pages, workers, and service workers.
The package selects actor declarations, compiles the provider graph once, provisions one owner-realm locator, and constructs per-actor contexts over the same resolved system. It also exports a descriptor-free system manifest and attaches actors in other realms using typed proxy factories without resolving provider bindings again.
Cross-realm manifests distinguish a compatible planId from the exact
systemInstanceId. Neither identifier is authentication; realm adapters must
authenticate their peers.
