This can be used to convert a legacy PublicKey

fromVersionedTransactionWithBlockhash()
This can be used to convert a legacy VersionedTransaction
object that uses a blockhash lifetime to a Transaction
object. The returned transaction fulfils both the ITransactionWithFeePayer
and ITransactionWithBlockhash
interfaces.
